These programs allow you to fax to multiple recipients simultaneously as well. For sending a fax that consists of multiple pages, the cost would naturally be higher.
There are laws in the United States about sending advertising materials that have not been requested, especially if they are advertisements, and apparently this falls into the category of spamming.
